About Rural Smiles Foundation

Rural Smiles Foundation  is a registered Ugandan non-profit organization dedicated to advancing health, digital, and economic rights for vulnerable and marginalized groups through community empowerment, advocacy, and technology innovation. Rural Smiles Foundation implements rights-based programs promoting inclusivity, safety, and resilience including digital protection for Human Rights Defenders (HRDs) through the SpaceUG platform.

2. Role Purpose

The Finance Officer will ensure sound financial management, accountability, and compliance throughout the implementation of the Digital Defenders Partnership (RPF 2025) grant. The position will oversee budgeting, expenditure tracking, reporting, and support internal controls to guarantee transparency and efficiency in project resource utilization.

3. Key Responsibilities

Financial Management and Reporting

  • Manage day-to-day financial operations for the project in accordance with Rural Smiles Foundation and donor financial policies.

  • Maintain accurate books of accounts, cashbooks, and ledgers using approved accounting systems.

  • Prepare monthly and quarterly financial reports and reconcile project expenditures with approved budgets.

  • Support the Executive Director and program team with budget planning, forecasting, and variance analysis.

  • Prepare financial documentation and justifications for all project transactions.

  • Ensure timely submission of donor financial reports compliant with DDP requirements.

Budgeting and Compliance

  • Support budget revisions and ensure spending aligns with approved cost categories.

  • Track and analyze budget utilization, flagging potential under- or overspending.

  • Enforce internal financial controls, ensuring proper authorization, documentation, and safeguarding of funds.

Procurement and Expenditure Oversight

  • Support the procurement process following Rural Smiles Foundation’s procurement policy and DDP guidelines.

  • Prepare payment vouchers, petty cash requests, and bank reconciliations.

  • Verify invoices, receipts, and vendor documents for accuracy and completeness.

  • Maintain an updated asset register for project equipment, including Digital First Aid Kits and IT tools.

Audit and Accountability

  • Support internal and external audit processes, ensuring all supporting documents are complete and accessible.

  • Implement audit recommendations and strengthen internal control systems.

  • Liaise with the Executive Director and project team to ensure transparent grant management.

4. Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field.

  • Minimum 2 years of experience in NGO financial management or donor-funded projects.

  • Familiarity with accounting software (e.g., QuickBooks, Tally, or Excel-based systems).

  • Knowledge of donor compliance (preferably EU-funded projects).

  • Excellent analytical, reporting, and documentation skills.

  • High integrity, confidentiality, and attention to detail.

5. Core Competencies

  • Excellent time management, accuracy, and problem-solving skills.

  • Strong interpersonal skills and ability to work with multi-disciplinary teams.
